Yes. Under the 2018 amendment to the Law on Higher Education and Circular 27/2019/TT-BGDĐT, university diplomas no longer state the delivery mode. A degree issued by the university carries the same legal standing for employment, civil service exams and postgraduate study.
No. Distance-learning programs admit students on the basis of their file: a high school, vocational, associate or bachelor qualification already held. You only need to submit valid documents.
All lectures, materials and assignments live on the university's learning platform and can be replayed without limit. Midterm and final exams are held online with proctoring, or at the nearest exam centre, depending on each university's rules.

Between 1.5 and 4 years depending on the path and your entry qualification. A top-up from an associate degree takes about 2 years, a second bachelor 2 – 2.5 years, and starting from a high school diploma 3.5 – 4 years.
